Based on the guidance and objectives set forth in the “Program for the Socio-Economic Development of Turkmenistan for 2022–2028” and the “Program for the Transition of the Science System in Turkmenistan to a Digital System for 2020–2025” regarding the implementation of measures for “the creation and continuous improvement of electronic scientific and scientific-methodological journals on the Internet,” and with the aim of broadly promoting the scientific research conducted in our country across priority fields of science in the international arena, the creation of an electronic journal and its dissemination in electronic form via the Internet has become a requirement of society and the time.

Inspired by the words of our Scientist Arkadag: “The source of our prosperous and happy life is inextricably linked with the perfection of science and education,” and with the goals of promoting the socio-economic and cultural-humanitarian reforms implemented in our country, which is advancing toward the heights of development as a result of the great efforts of the National Leader of the Turkmen People, Hero-Arkadag, and Arkadagly Hero Serdar, as well as promoting and disseminating worldwide the ancient, rich cultural and spiritual values of our people and the achievements of Turkmen science during the years of Independence; guiding youth toward science; supporting the creative pursuits of the students, postgraduate students, applicants, and young scholars; encouraging them in the scientific research work; and making a worthy contribution to the development of the national system of education and science in the Epoch of the Revival of the New Era of the Powerful State, the scientific and methodological electronic journal “Issues of Philology” was established by Dovletmammet Azadi Turkmen National Institute of World Languages.

It was approved and authorized for publication by the Conclusion of the 21st meeting of the group conducting analysis in language, literature, and history sciences under the Editorial Board of the Academy of Sciences of Turkmenistan, held on September 13, 2024.

It was registered at the Main State Service “Turkmendowletstandartlary” (TDS-7.9-95, TDS-7.56-2002, TDS-7.60-2003).

On March 19, 2025, it was assigned an International Standard Serial Number – ISSN (ISSN: 3079-9449).

On March 26, 2026, it was registered by the National Barcode Organization of Turkmenistan (Certificate No. D 283).

In 2026, it was included in the international index of the Scientific Electronic Library (eLibrary.ru), the largest information-analytical portal of the Russian Federation.

Published once every three months in Turkmen, English, and Russian, the inclusion of the scientists, professors, and teaching staff from the higher educational establishments and research institutions of our country and the foreign states in the editorial board of the electronic journal bears witness to the fact that the work of this journal will be all the more effective and aligned with its objectives.

Articles are published in the electronic journal across four areas:

 – Philology 

 – Methodology of teaching 

 – Social sciences

 – Pedagogy and Psychology.

In the Philology section, scientific articles are published on grammar, lexicology, and linguistics of Turkmen and foreign languages, as well as studies of literary heritage, verbal arts, literature, its history, and stages of development.

In the articles published in the Methodology of Teaching section, practical advice and experiences are shared regarding the effective organization of the educational process, directing the application of the modern methods and pedagogical technologies in teaching subjects, innovative lesson delivery methods across various disciplines, improving educational curricula, and increasing school and university students’ motivation for learning.

The Social Sciences section features scientific research in history, philosophy, sociology, cultural studies, political science, and jurisprudence, as well as articles analyzing the history, life, cultural and philosophical aspects, and social development of human beings, society, and their mutual interactions.

In the Pedagogy and Psychology section, articles are published on the methods of educational work encompassing the scientific and practical foundations of raising the younger generation and shaping them as well-rounded personalities, pedagogical psychology, educational system management, and the improvement of upbringing activities in the school and preschool institutions.

Articles by the researchers, postgraduate students, applicants for academic degree, lecturers, and students are published in the journal, with special importance given to the reports on the developments, scientific-methodological information, and innovations in key areas of scientific and practical research.
